GRANADA VILLAS HOMEOWNERS ASSOCIATION
BOARD OF DIRECTORS MEETING
April 19, 2005
Dr. Phillips Library

CALL TO ORDER
Bob Boshears acted as Chairman of the meeting and called the meeting to order at 7:05 p.m. Linda Bryce acted as secretary of the meeting and kept the minutes thereof.

ESTABLISH A QUORUM
Present were Bob Boshears (President), Glenn McLane (Vice President), Nicky Dronoff-Guthrie (Treasurer), Pat Angel ( Secretary), Leann Warfield (Director). A quorum was established.

PROOF OF NOTICE
Notice of the meeting was posted on the web site and a sign was placed at each entrance.

APPROVAL OF MINUTES
The Directors having reviewed the minutes, Nicky Dronoff-Guthrie made a motion to approve the minutes of the March 22, 2005 meeting as amended. Glenn McLane seconded the motion. The vote was unanimous for approval. Nicky Dronoff-Guthrie motioned to accept the minutes of the February 9, 2005 Special board meeting as written. Pat Angel seconded the motion. The vote was unanimous for approval.

TREASURER’S REPORT
Nicky Dronoff-Guthrie gave the Treasurer’s report for the month of March 2005. Nicky Dronoff-Guthrie requested that any question the board may have regarding financials would be asked at the meeting in public forum, the questions would be forwarded by Linda Bryce to the appropriate individual in Vista’s office for answers, and the answers would then be forwarded to Bob Boshears for Board review. Nicky Dronoff-Guthrie announced that a $20,000 grant has been issued to Granada Villas. Nicky Dronoff-Guthrie asked for further clarification from Vista on the status of the one account with delinquent fees.

MANAGER’S REPORT
Linda Bryce reported that she has been walking with Mark Martin from Instigator Landscaping every Friday and reporting back to the Board regarding any issues with landscaping or violations.

OLD BUSINESS
Bob Boshears reviewed the current legal violations with the Board. Of the six current violations, the first has been completed, the second and fifth on the list are currently being resolved. The Board will be meeting with the attorney regarding some of these cases. Bob Boshears asked that the Board review all actions for each case carefully before meeting with the attorney.

The Board of Directors unanimously decided to have only the Board minutes that have been approved at the Board meetings go on the web site.

Shed at Recreation center- Board asked that this be placed on the agenda at a later date.

NEW BUSINESS:

Garage Sale- Pat Angel made a motion to have a Neighborhood Garage Sale on June 11, 2005. Alternate date will be June 18, 2005. Nickie Guthrie-Dronoff seconded the motion. The vote was unanimous for approval. Lois Gilbert will be heading up the project.

Leann Warfield presented the following list of homeowners as candidates for appointment to the ARC. Nicky made a motion to appoint the six candidates to the Architectural Review Committee. Pat Angel seconded the motion. The vote was unanimous for appointment of the following homeowners to the ARC:

June Knesl Lois Gilbert
Jeff Speicher Tom Lum
Ray Kaufman Leann Warfield - liason

General ARC Procedures:

ARC forms are to be sent to Vista by the homeowner. Vista will forward copies of the forms as received to Leann who will distribute them to the ARC members for review prior to the next meeting.

Minutes will be kept of the ARC meetings. ARC meetings are held immediately after the monthly Board meetings and are open to homeowners. Also, homeowners are invited to be present at the ARC Committee meeting when their ARC form is being reviewed. Copies of reviewed ARC forms will be mailed by certified mail or delivered personally by Vista on the Friday following the meeting.

COMMITTEE REPORTS
Grant – Linda Stoetzer volunteered to be on the committee.

Beautification/ Welcome – Edna Stanley is working with Balinda DeSantis to update the current Welcome Letter. Edna has been determining the Yard of the Month and Bob Williams has been putting the sign out.

Landscaping – It was reported that the Landscape complaint form must be used by the Homeowners. The Irrigation Hotline should only be used for irrigation issues.

Newsletter – Balinda DeSantis will be publishing the Newsletter one last time.

Neighborhood Watch – It was suggested by a Homeowner that all homeowners should turn their lights on after dusk. According to OUC, the cost of a 40 watt bulb is $.40 per month, the cost of a 60 watt bulb is $.60 per month.

ADJOURNMENT – There being no further business to come before the Board, upon motion duly made by Nicky Dronoff-Guthrie, seconded by Leann Warfield, and unanimously carried, the meeting was adjourned at 8:05 pm.
